China Proposes GHS-Compliant Explosives Labeling Rules: Public Consultation Open Until March 11, 2025

On March 4, 2025, the Department of Science and Technology of the Ministry of Industry and Information Technology (MIIT) issued a public notice to solicit opinions on nine mandatory national standards (draft for approval), including General Safety Requirements for Rubber and Plastics Machinery. Among these is the draft standard GB 30000.X-202X Rules for classification and labelling of chemicals — Part X: Desensitized explosives.

To further gather feedback from stakeholders, the Department of Science and Technology hereby publishes the draft standards and their explanatory notes (see attachments). The consultation period will close on March 11, 2025.

Submission of Comments

Entities or individuals with objections should complete the Feedback Form for Mandatory National Standard (see Attachment 2) during the consultation period and submit it via email to KJBZ@miit.gov.cn with the subject line:
"Public Feedback on the Draft for Approval of 9 Mandatory National Standards including ‘General Safety Requirements for Rubber and Plastics Machinery’".

Overview of GB 30000.X-202X

This draft standard aligns with the technical requirements of the United Nations Globally Harmonized System of Classification and Labelling of Chemicals (GHS) (10th Revised Edition). It specifies the terminology, definitions, classification criteria, decision logic, and labelling requirements for desensitized explosives, serving as a guideline for classifying and labelling such substances under the UN GHS framework.

Upon formal promulgation, this standard will become Part 30 of GB 30000 Rules for classification and labelling of chemicals, regulating the classification and labelling of desensitized explosive chemicals.
