Whether to label both the inner and outer packaging with the traceability code depends on whether there is an unpacking operation. If a product travels from Enterprise A to Enterprise B, and then from Enterprise B to Enterprise C, and if there is no unpacking between Enterprise A and Enterprise B, but there is an unpacking operation between Enterprise B and Enterprise C, then in this case, the traceability code can be affixed to the outer packaging when the product moves from Enterprise A to Enterprise B. However, when the product moves from Enterprise B to Enterprise C, the traceability code should be affixed to both the inner and outer packaging.
