Rules for the Hazardous Chemicals Warehouse Storage in China Effective from July 1, 2023!

On December 29, 2022, the General Rules for the Hazardous Chemicals Warehouse Storage (GB 15603-2022) was officially released and will enter into force on July 1, 2023. It will repeal and replace GB 15603-1995.

GB 15603-2022 is a mandatory national standard and is of great significance to the safety and management of hazardous chemicals as it provides a universal and basic standard for their storage.

The standard covers the following provisions:

  • Basic requirements for the storage of hazardous chemicals;
  • Safety management;
  • Handling and stacking;
  • Warehousing operations;
  • Labor protection; and
  • Emergency management.

Compared with GB 15603-1995, GB 15603-2022 has made some changes:

  1. It revised the Table of Prohibitions on the Storage of Hazardous Chemicals in Annex A.1, introducing GHS in hazard classifications;
  2. It deleted the provisions on open-air storage; and
  3. It added the storage requirements for highly toxic chemicals, regulated chemicals, precursor chemicals, and explosives precursors, as well as relevant specifications for stacking and handling.
