The State Post Bureau is a national bureau under the administration of the Ministry of Transport, established through reorganization in 2008.
The State Post Bureau represents the state in international postal organizations, handles intergovernmental postal affairs, formulates and implements policies on international cooperation and exchange in the postal sector, and manages postal foreign affairs. It also oversees matters related to Hong Kong, Macao, and Taiwan in accordance with regulations. It is responsible for postal regulation, promotes the establishment of a universal postal service network covering both urban and rural areas, and advances the development and improvement of safeguard mechanisms for universal and special services. Additionally, it proposes policies on service pricing in the postal industry and suggestions on pricing for basic postal services, and supervises their implementation.
