It is not applicable to the production and distribution enterprises in the civil explosive industry, fireworks and firecracker production enterprises and storage warehouses, automobile refueling and gas stations, oil and gas pipelines, urban gas, as well as hazardous chemicals production units and storage facilities used for national defense scientific research within port areas.
