According to the Export Control Law of the People's Republic of China, the Ministry of Commerce and General Administration of Customs' Order No. 29 of 2005, Measures for the Administration on Import and Export License for Dual-use Items and Technologies, and the 2024 Customs Tariff of the People's Republic of China, the Ministry of Commerce and General Administration of Customs have adjusted the 2023 Edition of the Catalogue of Dual-Use Items and Technologies Subject to Import and Export License Administration, and issued the Announcement on Releasing the 2024 Edition of the Catalogue (Announcement No. 66 of 2023 of the Ministry of Commerce and General Administration of Customs), which came into effect on January 1, 2024, replacing the 2023 Edition of the Catalogue (Announcement No. 42 of the Ministry of Commerce and General Administration of Customs of the People's Republic of China in 2022).

The announcement stipulates that importers of radioactive substances shall, in accordance with the regulations of the Regulations on Safety and Protection of Radioactive Substances and Devices and the Measures for the Administration on Import and Export License for Dual-use Items and Technologies, apply to the Ministry of Ecology and Environment for approval, and then apply to the Commodity Import and Export Licensing Department of the Ministry of Commerce for a license for importing dual-use commodities and technologies, before proceeding to customs to handle import formalities with the certificate.

The Catalogue of Dual-Use Items and Technologies Subject to Import and Export License Administration(2024) specifies the commodity names, descriptions, HS codes, and units for the substances listed in the catalogue of monitoring chemicals management regulations, as well as the substances subject to control under the regulations on prevention and control of drug abuse, radioactive substances, and the items subject to control under the nuclear export control list, the nuclear dual-use items and related technologies export control list, the biological dual-use items and related equipment and technologies export control list, the substances subject to control under the monitoring chemicals management regulations, the substances subject to control under the regulations on the export of certain chemicals and related equipment and technologies, and the items subject to control under the missile and related items and technologies export control list, as well as the substances subject to control under the regulations on prevention and control of drug abuse and the dual-use items and technologies. It applies to the management activities of import licensing for dual-use items and technologies.
