China-How to apply for the import and export license for dual-use items and technologies?

Operators of import and export of dual-use items should apply online through the unified business platform of the Ministry of Commerce at the enterprise level, and submit the legally required application materials to the provincial commerce authorities. The provincial commerce authorities will forward the application to the Ministry of Commerce. The Ministry of Commerce, in conjunction with relevant departments, will legally review the application and provide feedback to the operators of the import and export of dual-use items within the statutory period. Operators can then collect the import and export license for dual-use items and technologies from the provincial commerce authorities with the approval document.
