According to Article 12 of the "Measures for the Administration on Import and Export License for Dual-use Items and Technologies", exporting dual-use items and technologies through forms such as international exchanges, swaps, cooperation, gifts, aid, and services is considered normal export. Export operators should apply for an export license as required and handle the dual-use items and technologies export license.
