China-Taking a hazardous chemical with UN number 2811 as an example, if its CAS number is not listed in the "China List of Hazardous Chemicals Prohibited from Inland Waterway Transport (2019)", is it allowed to be transported on the Shanghai section of the Yangtze River?

If the goods have a UN number of 2811 and their CAS number is not included in the "Catalogue of Hazardous Chemicals (2015)" and the "List of Hazardous Chemicals Prohibited from Inland Waterway Transport (2019)", or if it is included but the remarks column for that CAS number does not label it as "highly toxic", then these goods are not subject to the transportation restrictions on the Shanghai section of the Yangtze River.
