Specific Q: Hello, concerning lithium battery goods, when clearing customs at the Friendship Pass, the customs notification states that the port does not have the qualifications for handling dangerous goods. However, the capacity and power of the batteries vary. For road transport, reference is made to the "List of dangerous goods" (GB12268-2012) and the JT/T 617 standard. According to the GB12268-2012 standard, lithium-ion battery packs of 100Wh and below, and single cells of 20Wh and below, which comply with the special provisions for category 188 goods, are not transported as dangerous goods. The JT/T 617-2018 standard also has the same provision, for lithium-ion battery packs of 100Wh and below, and single cells of 20Wh and below, applicable to the special provisions for category 188 goods, not transported as dangerous goods. The transport condition appraisal certificate also classifies as non-restricted goods or lithium batteries that comply with the special provisions for category 188 goods. I would like to ask whether non-restricted lithium battery goods that complies with the special provisions for category 188 can clear customs at the Friendship Pass or other land ports in Guangxi?

A: Hello! According to customs supervision regulations, it is necessary to inspect import and export goods and their carrying vehicles in proportion at the port in accordance with the law. During this process, the relevant goods and their carrying vehicles involve operations such as waiting, loading and unloading, unpacking, and storage at the port freight station (yard). Dangerous goods such as lithium batteries listed in the "List of dangerous goods" (GB12268-2012) need to carry out corresponding operations in places with safety supervision conditions. Lithium batteries that meet the special provisions of category 188 in GB12268-2012 and JT/T 617 standards can be transported without being classified as dangerous goods, but their nature as dangerous goods remains unchanged. At present, the Friendship Pass Port and other border ports in Guangxi do not have the corresponding safety supervision conditions. Currently, only the Qinzhou Port in Guangxi has the safety supervision conditions for the export of lithium batteries. It is recommended that your company conduct a comprehensive assessment and choose a port with the necessary conditions for these operations.
