On December 31, 2024, the Ministry of Commerce and the General Administration of Customs jointly issued the "Catalogue of Dual-Use Items and Technologies Subject to Import and Export License Administration (2025)" (Announcement No. 67 of 2024 by the Ministry of Commerce and the General Administration of Customs), which will officially take effect on January 1, 2025. This new catalogue supersedes the "Catalogue for the Administration of Import and Export Licenses for Dual-Use Items and Technologies (2024)" (Announcement No. 66 of 2023 by the Ministry of Commerce and the General Administration of Customs).

The "Catalogue of Dual-Use Items and Technologies Subject to Import and Export License Administration (2025)" was developed by the Ministry of Commerce and the General Administration of Customs in accordance with the "Export Control Law of the People's Republic of China," the "Regulation of the People's Republic of China on the Export Control of Dual-use Items," the Ministry of Commerce and the General Administration of Customs Order No. 29 of 2005 ("Measures for the Administration on Import and Export License for Dual-use Items and Technologies"), the "List of Dual-Use Items Subject to Export Control of the People's Republic of China," and the "Customs Tariff of the People's Republic of China (2025)."

The "2025 Catalogue" specifies the commodity names, descriptions, customs commodity codes, and units for substances listed in the Chemicals Subject to Supervision and Control management regulations, precursors for drugs, and radioactive isotopes in the import license management catalogue for dual-use items and technologies. It also specifies the commodity names, descriptions, customs commodity codes, and units for items and technologies listed in the nuclear export control list, nuclear-related dual-use goods and technologies export control list, biological dual-use goods and related equipment and technologies export control list, Chemicals Subject to Supervision and Control management regulations, relevant chemicals and related equipment and technologies export control list, missiles and related items and technologies export control list, precursors for drugs, and certain dual-use items and technologies in the export license management catalogue for dual-use items and technologies. This catalogue is applicable to the management activities related to import licenses for dual-use items and technologies.
