According to the relevant provisions of the "Regulations on the Control of Narcotic Drugs and Psychotropic Substances" and the "Measures for the Control of Non-Medicinal Narcotic Drugs and Psychotropic Substances," on July 21, 2025, the Ministry of Public Security, in conjunction with the National Health Commission and the National Medical Products Administration, jointly released the latest version of the "List of Controlled Narcotics and Psychotropic Drugs for Non-medical Use in China."
The latest version of the "List of Controlled Narcotics and Psychotropic Drugs for Non-medical Use in China" includes the 231 items from the original "Supplementary List of Controlled Non-Medicinal Narcotic and Psychotropic Substances," three major categories of substances—Fentanyl substances, synthetic cannabinoids, and Nitzinyl Substances—as well as 91 items split from the 2013 version of the "Directory of Anesthetic Drugs" and 74 items split from the 2013 version of the "Directory of Psychotropic Substances," totaling 396 items and three major categories. Additionally, it has revised or supplemented the Chinese and English chemical names, CAS numbers, and Chinese and English abbreviations or acronyms in the remarks column for relevant substances.
The latest version of the directory shall be implemented from the date of its release, and the original "Supplementary List of Controlled Non-Medicinal Narcotic and Psychotropic Substances" shall be abolished.
