China Catalog of Narcotics and Psychotropic Drugs for Non-medical Use

In accordance with the provisions of Article 3, paragraph 2 of the Regulations on the Administration of Narcotic Drugs and Psychotropic Substances (as revised and implemented in January 2025), which states that "Narcotic drugs and psychotropic substances shall be classified and regulated based on medical and non-medical categories," the Ministry of Public Security, in conjunction with the National Health Commission and the National Medical Products Administration, adjusted the existing Catalog of Narcotic Drugs, Catalog of Psychotropic Substances, and Supplementary Catalog of Controlled Narcotics and Psychotropic Drugs for Non-medical Use, thereby formulating the Catalog of Non-medical Use Narcotic Drugs and Psychotropic Substances, and issued an announcement on July 21, 2025. In accordance with the Measures for the Control of Non-medical Use Narcotic Drugs and Psychotropic Substances, non-medical use narcotic drugs and psychotropic substances refer to substances that are not produced or used as drugs and possess addictive properties or addictive potential and are prone to abuse. Narcotic drugs and psychotropic substances are classified and regulated based on medical and non-medical categories. Non-medical use narcotic drugs and psychotropic substances that are found to have medical uses and are adjusted to be included in the drug catalog shall no longer be included in the Catalog of Non-medical Use Narcotic Drugs and Psychotropic Substances.
