This law specifies the supervision and management of solid waste pollution prevention and control, including industrial solid waste, household waste, construction waste, agricultural solid waste, hazardous waste, safeguard measures, and legal liabilities. It is applicable to the prevention and control of solid waste pollution within the territory of the People's Republic of China, excluding the prevention and control of solid waste pollution in the marine environment and radioactive solid waste pollution. The prevention and control of liquid waste pollution are subject to this law, but the prevention and control of wastewater discharged into water bodies are subject to relevant laws and not this law.

This Law regulates matters related to ecological and environmental protection within the territory of the People’s Republic of China. It comprises General Provisions, Pollution Prevention and Control, Ecological Protection, Green and Low-Carbon Development, Legal Liability, and Supplementary Provisions. It applies to activities related to ecological and environmental protection—including pollution prevention and control, ecological protection, and green and low-carbon development—within the territory of the People’s Republic of China and in other maritime areas under its jurisdiction. It also applies to activities conducted outside the territory of the People’s Republic of China and other maritime areas under its jurisdiction that cause or may cause environmental pollution or ecological damage within the territory of the People’s Republic of China and in other maritime areas under its jurisdiction.
