This Code shall replace the following laws on August 15, 2026:
1. The Environmental Protection Law of the People’s Republic of China (Revised in 2014) (Decree No. 9 of the President of the People’s Republic of China);
2. The Environmental Impact Assessment Law of the People’s Republic of China (Amended in 2018) (Decree No. 24 of the President of the People’s Republic of China);
3. The Marine Environmental Protection Law of the People’s Republic of China (Revised in 2023) (Decree No. 12 of the President of the People’s Republic of China);
4. The Law of the People’s Republic of China on the Prevention and Control of Air Pollution (Amended in 2018) (Decree No. 16 of the President of the People’s Republic of China);
5. The Law of the People’s Republic of China on the Prevention and Control of Water Pollution (Amended in 2017) (Decree No. 70 of the President of the People’s Republic of China);
6. The Law of the People’s Republic of China on the Prevention and Control of Soil Pollution (Decree No. 8 of the President of the People’s Republic of China);
7. Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste (Revised in 2020) (Decree No. 43 of the President of the People’s Republic of China);
8. Law of the People’s Republic of China on the Prevention and Control of Noise Pollution (Decree No. 104 of the President of the People’s Republic of China);
9. Law of the People’s Republic of China on the Prevention and Control of Radioactive Pollution (Decree No. 6 of the President of the People’s Republic of China);
10. Law of the People’s Republic of China on the Promotion of Clean Production (Amended in 2012) (Decree No. 54 of the President of the People’s Republic of China)

This Law regulates matters related to ecological and environmental protection within the territory of the People’s Republic of China. It comprises General Provisions, Pollution Prevention and Control, Ecological Protection, Green and Low-Carbon Development, Legal Liability, and Supplementary Provisions. It applies to activities related to ecological and environmental protection—including pollution prevention and control, ecological protection, and green and low-carbon development—within the territory of the People’s Republic of China and in other maritime areas under its jurisdiction. It also applies to activities conducted outside the territory of the People’s Republic of China and other maritime areas under its jurisdiction that cause or may cause environmental pollution or ecological damage within the territory of the People’s Republic of China and in other maritime areas under its jurisdiction.
