This law details the general principles, supervision and management of the marine environment, marine ecological protection, pollution prevention for land-sourced pollutants, pollution prevention for construction projects, waste dumping pollution prevention, and pollution prevention for ships and related operational activities. It is applicable to the maritime areas under the jurisdiction of the People's Republic of China. This includes a) any entities and individuals engaging in navigation, exploration, development, production, tourism, scientific research, and other activities within the maritime areas under the jurisdiction of the People's Republic of China, or engaging in activities on coastal land that affect the marine environment; b) activities outside the maritime areas under the jurisdiction of the People's Republic of China that cause environmental pollution or ecological damage within these maritime areas.
