This law specifies the supervision and management of radioactive pollution prevention and control, prevention and control of radioactive pollution in nuclear facilities, utilization of nuclear technology, development and utilization of uranium (thorium) mines and associated radioactive mines, management of radioactive waste, legal responsibilities, etc. It is applicable to the prevention and control of radioactive pollution during the site selection, construction, operation, and decommissioning of nuclear facilities, and the development and utilization of nuclear technology, uranium (thorium) mines, and associated radioactive mines within the territory of the People's Republic of China and other maritime areas under its jurisdiction.

This Law regulates matters related to ecological and environmental protection within the territory of the People’s Republic of China. It comprises General Provisions, Pollution Prevention and Control, Ecological Protection, Green and Low-Carbon Development, Legal Liability, and Supplementary Provisions. It applies to activities related to ecological and environmental protection—including pollution prevention and control, ecological protection, and green and low-carbon development—within the territory of the People’s Republic of China and in other maritime areas under its jurisdiction. It also applies to activities conducted outside the territory of the People’s Republic of China and other maritime areas under its jurisdiction that cause or may cause environmental pollution or ecological damage within the territory of the People’s Republic of China and in other maritime areas under its jurisdiction.
