This law specifies the promotion and implementation of cleaner production. It is applicable to units engaged in production and service activities as well as departments involved in related management activities within the territory of the People's Republic of China.

This Law regulates matters related to ecological and environmental protection within the territory of the People’s Republic of China. It comprises General Provisions, Pollution Prevention and Control, Ecological Protection, Green and Low-Carbon Development, Legal Liability, and Supplementary Provisions. It applies to activities related to ecological and environmental protection—including pollution prevention and control, ecological protection, and green and low-carbon development—within the territory of the People’s Republic of China and in other maritime areas under its jurisdiction. It also applies to activities conducted outside the territory of the People’s Republic of China and other maritime areas under its jurisdiction that cause or may cause environmental pollution or ecological damage within the territory of the People’s Republic of China and in other maritime areas under its jurisdiction.
