This Law stipulates provisions regarding standards and planning for water pollution prevention, supervision and management of water pollution prevention, water pollution prevention measures, protection of drinking water sources and other special water bodies, handling of water pollution accidents, and legal liability. It is applicable to the prevention and control of pollution in surface water bodies such as rivers, lakes, canals, channels, and reservoirs, as well as groundwater bodies, within the territory of the People's Republic of China.

This Law regulates matters related to ecological and environmental protection within the territory of the People’s Republic of China. It comprises General Provisions, Pollution Prevention and Control, Ecological Protection, Green and Low-Carbon Development, Legal Liability, and Supplementary Provisions. It applies to activities related to ecological and environmental protection—including pollution prevention and control, ecological protection, and green and low-carbon development—within the territory of the People’s Republic of China and in other maritime areas under its jurisdiction. It also applies to activities conducted outside the territory of the People’s Republic of China and other maritime areas under its jurisdiction that cause or may cause environmental pollution or ecological damage within the territory of the People’s Republic of China and in other maritime areas under its jurisdiction.
