This law specifies the planning, standards, surveys, and monitoring of soil pollution prevention and control; prevention and protection; risk management and remediation; support and supervision; and legal responsibilities, applicable to soil pollution prevention and control activities within the territory of the People's Republic of China and other maritime areas under its jurisdiction.

This Law regulates matters related to ecological and environmental protection within the territory of the People’s Republic of China. It comprises General Provisions, Pollution Prevention and Control, Ecological Protection, Green and Low-Carbon Development, Legal Liability, and Supplementary Provisions. It applies to activities related to ecological and environmental protection—including pollution prevention and control, ecological protection, and green and low-carbon development—within the territory of the People’s Republic of China and in other maritime areas under its jurisdiction. It also applies to activities conducted outside the territory of the People’s Republic of China and other maritime areas under its jurisdiction that cause or may cause environmental pollution or ecological damage within the territory of the People’s Republic of China and in other maritime areas under its jurisdiction.
