This circular provides guidelines and procedures for the sampling and screening of PCBs using the Chloride Ion Specific Electrode (CISE) method, including the CISE method steps and general procedures for sampling and screening oil samples suspected of PCB contamination. It applies to the collection and screening of oil samples suspected of PCB contamination from decommissioned or in-service electrical transformers and PCB-containing equipment.
