This regulation sets forth requirements for plastic packaging and equipment in contact with food in Brazil. It covers general provisions, classification of food and simulants, lists of polymers and resins for plastic packaging and equipment in contact with food, lists of plastic material additives for manufacturing packaging and equipment in contact with food, dyes and pigments in plastic packaging and equipment, total migration of plastic packaging and equipment in contact with food, determination of aromatic amines in colorants used in plastic materials in contact with food, determination of residual vinyl chloride monomer, determination of residual styrene monomer, specific migration of monoethylene glycol and diethylene glycol, etc. These regulations apply to packaging and equipment that are solely made of plastic, composed of two or more layers with each layer entirely made of plastic, or composed of two or more layers where one or more layers may not be entirely made of plastic but the layer in direct contact with food must be plastic.

This Regulation specifies the positive list of monomers, other starting substances, and polymers intended for the preparation of plastic packaging and equipment in contact with food, along with restrictions on usage, components, and specific migration limits. It is applicable to polymer coatings in direct contact with food.

(Brazil) Technical Regulations by the Mercosur on Approval of Positive List of Monomers, Other Starting Substances, and Polymers Intended for the Preparation of Plastic Packaging and Equipment in Contact with Food

This regulation specifies general provisions, ingredient positive lists for cellulose materials, packaging, and equipment in contact with food, extraction conditions for determining total migration levels, determination of total migration levels, calculation methods, determination of specific migration, etc. It is applicable to: 1) materials, packaging, and equipment made of cellulose or coated or treated with wax, paraffin, mineral oil, and mineral pigments in contact with food; 2) packaging and equipment composed of the same or different materials (multilayer), but must comply with 1); 3) packaging and equipment containing recycled material cellulose fibers as mentioned in section 1.2(ingredient positive lists for cellulose materials, packaging, and equipment in contact with food) of the second part of this regulation.

(Brazil) Technical Regulations on Cellulose Materials, Packaging, and Equipment in Contact with Food

This resolution revises the Board of Directors Resolution No. 105 of May 19, 1999; No. 56 of November 16, 2012; and No. 88 of June 29, 2016, including:
Revision of the overall migration limit (OML) for plastic packaging and equipment as specified in Resolution No. 105 of 1999, clarifying migration limits under different conditions;
Addition of item 12 in Resolution No. 56 of 2012, specifying that colored, printed plastic materials and polymer coatings must not migrate detectable amounts of aromatic amines (detection limit of 0.01 mg/kg);
Update of the list of authorized monomers and other initiators in Resolution No. 56 of 2012, including new substances, revised limits, and specifications;
Revision and supplementation of the provisions for cellulose materials and equipment in Resolution No. 88 of 2016, such as new restrictions and conditions on the use of specific chemicals.
This resolution applies to plastic and cellulose material packaging and equipment in contact with food on the Brazilian market.
