Regulation on Ecological and Environmental Monitoring

This Regulation governs ecological and environmental monitoring activities within the territory of the People's Republic of China and other sea areas under its jurisdiction. It includes seven chapters: General Provisions, Public Monitoring, Self-Monitoring, Technical Service Institutions, Supervision and Management, Legal Liability, and Supplementary Provisions. It is applicable to the conduct of ecological and environmental monitoring and related activities within the territory of the People's Republic of China and other sea areas under its jurisdiction. Where other laws and administrative regulations provide otherwise, those provisions shall prevail. For the purposes of this Regulation, ecological and environmental monitoring includes monitoring conducted or organized by the government and its relevant departments in fulfilling responsibilities such as ecological and environmental protection, as well as self-monitoring conducted by enterprises, institutions, and other producers/operators with statutory monitoring obligations regarding the impact of their activities on the ecological environment.
