Decision of the State Council to Amend and Repeal Certain Administrative Regulations

This Decision amends the following regulations as of August 15, 2026: 1. the “Implementing Regulations of the Law of the People’s Republic of China on the Inspection of Imported and Exported Commodities” (Decree No. 447 of the State Council of the People’s Republic of China); 2. the “Regulations on Ecological and Environmental Monitoring” (Decree No. 820 of the State Council of the People’s Republic of China); 3. the “Interim Regulations on the Administration of Carbon Emission Trading” (Decree No. 775 of the State Council of the People’s Republic of China); 4. the “Regulations on the Management of Ozone-Depleting Substances” (promulgated by Decree No. 573 of the State Council, first amended by Decree No. 698 of the State Council, and second amended by Decree No. 770 of the State Council); 5. the “Interim Regulations on Express Delivery (Revised in 2019)” (Decree No. 697 of the State Council of the People’s Republic of China).
