This regulation amends the EU Regulation on the Classification, Labelling and Packaging of Substances and Mixtures (CLP Regulation) (Regulation (EC) No 1272/2008), including the addition of hazard categories for endocrine disruptors (EDCs), persistent, bioaccumulative, and toxic substances; the introduction of definitions and classifications for complex substances; digital labeling; label update timing; updated label size requirements, specifically clarifying font size requirements; and allowing businesses to use foldable labels. It applies to EU manufacturers, importers, and downstream users involved in the classification, labeling, packaging, and notification of substances and mixtures on the market.

This regulation amends Regulation (EU) 2024/2865, which amends Regulation (EC) No 1272/2008 on the classification, labelling and packaging of substances and mixtures (the EU CLP Regulation), deferring the dates of application of multiple provisions to 2028, mainly concerning updates to label information, mandatory format requirements, advertising and distance sales, and fuel pump labelling. It is applicable to the activities of manufacturers, importers and downstream users in the European Union in classifying, labelling, packaging and notifying substances and mixtures placed on the market.
