Japan—Enforcement Order of the Chemical Substances Control Law (CSCL) (Version effective November 22, 2026)

The Enforcement Order of the Japanese Chemical Substances Control and Production Management Act, officially titled the Enforcement Order of the Japanese Chemical Substances Control and Production Management Act, specifies circumstances under which the manufacture or import of Class 1 Specified Chemical Substances, Class 2 Specified Chemical Substances, and new chemical substances does not require notification; situations subject to special review provisions; circumstances under which the manufacture or import of general chemical substances does not require notification; circumstances under which the manufacture or import of priority evaluation chemical substances does not require notification; products that cannot be imported when using Category 1 Specified Chemical Substances; products for which the planned import volume must be reported when using Category 2 Specified Chemical Substances; and products using Category 2 Specified Chemical Substances for which technical guidelines have been published. It applies to activities such as the production, manufacture, and import/export of new chemical substances, general chemical substances, priority evaluation chemical substances, and specified chemical substances in Japan.
