Additionally, plant extracts used for pest control, such as neem, citronella, and turmeric, as well as citronella oil, were removed from the list of hazardous substances.
Enterprise Transition Arrangements
The new regulations will take effect from June 4, 2025. Enterprises previously engaged in the production, import, export, or possession of Category 3 substances must submit a permit application by July 4, 2025. Those involved with Category 4 substances must complete compliance modifications by December 4, 2025.
This revision of the list marks a significant upgrade in Thailand's chemical management system. While strengthening the supervision of highly toxic substances, it also relaxes restrictions on the use of natural plant ingredients. The new regulations balance industrial development with environmental safety through targeted control measures and are expected to promote innovation in agricultural bio-agents and enhance industrial safety standards. Enterprises need to closely monitor the transition period requirements to ensure compliant operations.
