On August 17-18, 2026, the Ministry of Environment of Taiwan, China held industry briefing sessions on the submission of hazard and exposure assessment information for existing chemical substances designated with specified time limits. In line with the 2025 principles for selecting substances subject to such designated registration, the authority newly announced example hazard assessment reports for three PECs, namely carbon black (CAS No. 1333-86-4), 4,4'-methylenediphenyl diisocyanate (CAS No. 101-68-8), and silicon carbide (CAS No. 409-21-2). All three PECs are widely used in Taiwan, China. Under the regulations, companies that have applied for standard registration of these three PECs at Tier 2 to Tier 4 and have obtained a standard registration completion code shall submit the hazard and exposure assessment information for the PEC substances to the competent authority by December 31, 2027.
For hazard assessment information: To help companies meet registration requirements, the competent authority of Taiwan, China has provided example hazard assessment reports for the three PECs listed above. You can obtain the reference documents from the download section of the Ministry of Environment's official website. If a registrant accepts and adopts the content of the example hazard assessment report, it does not need to submit this information separately. If a registrant disagrees with the content of the example report and decides to prepare and submit hazard assessment information on its own, it shall first complete a survey form for confirmation by December 31, 2026, and shall submit its own hazard assessment report by December 31, 2026.
For exposure assessment information: all companies concerned shall, before the deadline, update or supplement the exposure assessment-related items of their original registration data (i.e., Section 2, substance manufacture, use, and exposure information). Companies that actually or are expected to manufacture, formulate, or use the substances shall also submit exposure scenario information (i.e., Item 2.1 of Appendix 4 to the registration regulations, or Item 9.1, exposure scenario description, of the registration tool). According to the announcement, other exposure assessment information (exposure estimation and risk characterization) need not be submitted at this stage.
The sessions also gave a special reminder that companies that have not yet completed submissions for the substances designated in 2025 (antimony trioxide, toluene, sulfuric acid, and zinc oxide) should proceed on schedule and submit complete information by December 31, 2026, so as not to affect subsequent compliance review. For the follow-up assessment work, the competent authority of Taiwan, China will issue official letters designating the relevant registrants to submit hazard and exposure assessment information, and will notify the relevant registrants of the submission deadlines through system notifications. The authority pointed out that this move is intended to strengthen chemical substance management, and that the companies concerned should pay attention to the timelines and operate in compliance so as to avoid penalties for overdue submission.
