On August 11, 2025, the Ministry of Ecology and Environment (MEE) announced that, in accordance with the Measures for the Environmental Management Registration of New Chemical Substances (Order No. 12 of the MEE, hereinafter referred to as the Measures) and the Guidelines for the Environmental Management Registration of New Chemical Substances (hereinafter referred to as the Guidelines), it has reviewed the application materials submitted by relevant entities for supplementing chemical substances into the Inventory of Existing Chemical Substances in China (IECSC). The review found that the application materials for 4 chemical substances meet the requirements stipulated in Article 3 of the Measures and the relevant provisions of the Guidelines. These 4 substances are therefore proposed for supplementation to the IECSC and are now published on the official website for public comment.
The public may submit feedback via the address specified on the MEE website between August 11, 2025, and August 22, 2025.
What does Proposed for Supplementation mean?
Proposed for Supplementation indicates that after preliminary review by the MEE, a substance is intended to be added to the official Inventory and is now undergoing a public comment period. The substance is not yet formally listed in the IECSC but has passed the initial documentation review stage.
When will Proposed Substances be Formally Listed in the IECSC?
The process from the Proposed for Supplementation announcement to the final official listing announcement typically takes 2 to 6 months. During this period, the substances are still considered New Chemical Substances and activities involving them require compliance with the Measures.

About the Inventory of Existing Chemical Substances in China (IECSC)
The IECSC contains chemical substances that were manufactured, imported, or used commercially in China before 15 October 2003, as well as substances added subsequently under the regulations for the environmental management of new chemical substances.
- Chemical substances not listed in the IECSC are considered New Chemical Substances. Their production or import requires prior registration under the environmental management framework for new chemical substances. Registration types include Regular Registration, Simplified Registration, Notification, and New Use Environmental Management Registration.
- For substances already listed in the IECSC but subject to New Use Environmental Management, registration for New Use Environmental Management is required if the substance is intended for an industrial use other than its permitted uses.
- Enterprises that have completed registration must conduct post-registration management according to the requirements corresponding to their registration type.
- Even if a substance is listed in the IECSC, enterprises must also check if it is listed in other controlled inventories (e.g., the Catalogue of Hazardous Chemicals, Catalogue of Precursor Chemicals). If listed, additional compliance obligations such as permits or specific registrations may apply.
