On May 8, 2026, the General Administration of Customs of China (GACC) issued Announcement No. 57 of 2026. In order to protect the legitimate rights and interests of consumers and safeguard the life and health of the people, and in accordance with the relevant provisions of the Law of the People's Republic of China on Import and Export Commodity Inspection and its implementing regulations, the GACC has decided to conduct random inspections on certain import and export commodities not subject to statutory inspection, effective June 1, 2026.
Scope of commodities subject to random inspection:
- Imported commodities: Baby and children's products, food contact products, daily wear accessories, adult footwear, electronic products, low-voltage electrical apparatus, etc.
- Exported commodities: Baby and children's products, low-voltage electrical apparatus, etc.
The specific procedures for the random inspection shall follow the Measures for the Administration of the Random Inspection of Imported and Exported Commodities (originally promulgated as Decree No. 39 of the former General Administration of Quality Supervision, Inspection and Quarantine, and amended by GACC Decrees No. 238 and No. 263).
Upon issuance of this announcement, GACC Announcement No. 150 of 2025 (Announcement on the Random Inspection of Import and Export Commodities Not Subject to Statutory Inspection for 2025) is repealed.

Relevant import and export enterprises should closely monitor the scope and effective date of this random inspection. It is recommended that they conduct internal quality compliance self-checks in advance, especially for products such as baby and children's items, food contact materials, and low-voltage electrical apparatus listed in the inspection scope. Ensure that products meet the requirements and properly maintain relevant test reports, certificates of conformity, and other documents. Enterprises are advised to strengthen communication with customs to stay informed of inspection procedures and requirements, thereby reducing the risk of clearance delays, returns, or penalties due to failed inspections.
