Update to the China's Hazardous Chemicals Classification Information Table! Involving 5 Substances including 3-Chloropropyne

On 28 April 2026, the General Office of China's Ministry of Emergency Management issued a notice on effectively carrying out safety supervision work for five hazardous chemicals, including 3-chloropropyne, and released the classification information table for these five hazardous chemicals alongside the notice.

Previously, on 16 April 2026, the Ministry of Emergency Management together with nine other departments jointly announced, in accordance with the relevant provisions of the Regulations on the Safety Management of Hazardous Chemicals, the decision to include the following five chemicals in the Catalogue of Hazardous Chemicals (2015 Edition): 3-chloropropyne, 2-iodoxybenzoic acid, 4-nitrobenzyl 2-diazoacetoacetate, methanesulfonyl azide, and 2-nitro-3-methylbenzoic acid.

  • Strengthening safety risk prevention

Local emergency management departments at all levels shall, in accordance with the Classification Information Table for 5 Hazardous Chemicals including 3-Chloropropyne, guide the public, especially relevant enterprises, to become familiar with the hazardous characteristics, safety requirements, and emergency response measures of these five hazardous chemicals, thereby effectively preventing safety risks.

  • Handling relevant permits in accordance with the law

Provincial-level emergency management departments shall ensure the proper execution of safety supervision work in accordance with the Chemical Safety Law of the People's Republic of China, the Implementation Measures for Work Safety Permits for Hazardous Chemicals Production Enterprises, the Measures for the Administration of Hazardous Chemicals Operating Permits, the Measures for the Safety Supervision and Administration of Hazardous Chemicals Construction Projects, and other relevant laws, regulations, and rules.

Relevant enterprises shall, in accordance with the law and regulations, apply for hazardous chemicals work safety production permits, hazardous chemicals operating permits, and hazardous chemicals safety use permits before 31 July 2026.

  • Completing hazardous chemical registration in a timely manner

Provincial-level emergency management departments and their hazardous chemical registration agencies shall, based on their investigations, supervise enterprises that produce or import these five hazardous chemicals to implement the "Measures for the Administration of Hazardous Chemicals Registration" and complete registration for hazardous chemicals in a timely manner.
