Official Announcement: 19.5% Increase in Registration Fees Under EU REACH Regulation!

On October 15, 2025, the European Commission formally adopted Commission Implementing Regulation (EU) 2025/2067, adjusting the registration fee standards under the EU Regulation on the Registration, Evaluation, Authorization, and Restriction of Chemicals (REACH Regulation). The revised fees reflect a 19.5% increase compared to previous rates, while fee reductions for small and medium-sized enterprises (SMEs) remain unchanged. The regulation was officially published in the Official Journal of the European Union on October 16, 2025.

Legislative Background

Following the 2018 REACH registration deadline, the European Chemicals Agency (ECHA) experienced a sharp decline in registration revenue, even as its scientific evaluation and technical support obligations grew more demanding. Based on the European Commission’s review, standard fees were adjusted to account for the cumulative average annual inflation rate of 19.5% (as published by Eurostat for 2021, 2022, and 2023). On July 25, 2025, after announcing fee increases related to biocidal product approvals, the Commission voted on the draft amendment to REACH administrative fees. The proposal was formally adopted on August 30, 2025.

2. Pre-Application SME Verification

To streamline SME eligibility checks and ensure fairness, the draft introduces:

  • Mandatory pre-application: Companies must request SME status at least two months before submitting registration dossiers.
  • Three-year validity: Approved SME status applies to all EU regulatory submissions for three years.
  • Review fee refund: ECHA may charge an administrative fee for SME applications but must refund it if status is granted.
  • 15-month transition period: The new rules will take effect 15 months post-adoption.
