On October 20, 2025, the European Chemicals Agency (ECHA) announced the addition of 14 new substance testing proposals and invited public comments by December 4. ECHA’s public consultation on testing proposals is part of an open evaluation process to determine whether additional testing is required for registered chemicals.

Under the REACH Regulation, before conducting tests listed in Annex IX and X (corresponding to registration tonnage bands of 100–1,000 tonnes per year and over 1,000 tonnes per year), registrants must submit a testing proposal (TP). After the consultation period, ECHA will finalize the testing requirements based on feedback and the specific properties of the substances.

By gathering public input, ECHA aims to optimize safety assessments and revise testing requirements to align with stakeholder feedback. Registrants are obligated to carry out these tests and update their safety dossiers to ensure the safe use of chemicals and promote sustainable development in the industry.
