Customs Codes for 128 Medicinal Narcotic and Psychotropic Substances Announced

Recently, the National Medical Products Administration (NMPA) and the General Administration of Customs jointly released Announcement No. 110 of 2025, concerning the import and export declaration of medicinal narcotic drugs and psychotropic substances. Based on the catalog of medicinal narcotic drugs and psychotropic substances jointly issued by the NMPA, the Ministry of Public Security, and the National Health Commission, as well as relevant laws and regulations including the Medicinal Product Administration Law of the People's Republic of China and the Customs Law of the People's Republic of China, the announcement specifies the customs commodity codes for medicinal narcotic drugs and psychotropic substances (including active pharmaceutical ingredients and preparations) for reference in customs declaration.

The announcement clarifies that the listed commodity codes cover only a portion of the controlled substances. If the actual imported or exported goods fall outside the scope of the listed codes, relevant enterprises must declare truthfully in accordance with the law.

The announcement officially took effect on November 15, 2025. It includes customs commodity codes for 32 types of medicinal narcotic drugs and 96 types of medicinal psychotropic substances. For detailed information, please refer to:
