Philippine PICCS Updated: 59 New Chemicals Added

Recently, the Department of Environment and Natural Resources - Environmental Management Bureau (DENR-EMB) of the Philippines officially released the 2025 updated list of chemicals added to the Philippine Inventory of Chemicals and Chemical Substances (PICCS). This update is issued pursuant to Republic Act No. 6969, also known as the Toxic Substances and Hazardous and Nuclear Waste Control Act of 1990, and its Implementing Rules and Regulations (IRR), among other relevant regulations.

The 59 newly added chemicals cover categories such as flame retardants, polymer monomers, and pharmaceutical intermediates. All these substances have been notified through the Pre-Manufacture and Pre-Importation Notification (PMPIN) process. The administrative order will take effect 15 days after its official issuance.

About the Philippine Inventory of Chemicals and Chemical Substances (PICCS)

The PICCS is a comprehensive list of all existing chemical substances that are used, sold, distributed, imported, manufactured, stored, exported, treated, or transported in the Philippines. It currently contains approximately 20,000 existing chemical substances. The PICCS is regularly updated to include new substances that have been granted a PMPIN certificate.

  • Existing Chemicals: Chemical substances already listed in the PICCS are classified as existing chemicals. Enterprises must apply for a PICCS Certification before manufacturing or importing them. If the substance is also listed on the Priority Chemicals List (PCL) or subject to a Chemical Control Order (CCO), approval from the DENR-EMB is required prior to manufacture or import.
  • New Chemicals: Chemical substances not listed in the PICCS are considered new chemicals. Enterprises must complete a PMPIN notification before manufacturing or importing them
  • Low-Volume New Chemicals: New chemicals with an import volume of less than 1,000 kg/year are subject to a Simplified Quality Information (SQI) notification.
