Tianjin Releases Implementation Measures for Safety and Reliability Demonstration of First-Time Domestically Used Chemical Processes

Recently, to standardize the safety and reliability demonstration work for chemical processes used for the first time domestically within the city, the Tianjin Municipal Emergency Management Bureau, in accordance with regulations such as the Safety Supervision and Management Measures for Hazardous Chemical Construction Projects, the Implementation Measures for the Work Safety License of Hazardous Chemical Manufacturers, the Implementation Measures for the Safe Use License of Hazardous Chemicals, and the Guidelines for Safety Risk Prevention and Control of Hazardous Chemical Production Construction Projects (Trial), and considering the actual conditions of Tianjin, formulated the Implementation Measures for Safety and Reliability Demonstration of First-Time Domestically Used Chemical Processes in Tianjin (Trial).

Scope

These Measures apply to construction projects within the administrative region of Tianjin that are required by law to obtain hazardous chemical production or use licenses and involve the safety and reliability demonstration of chemical processes used for the first time domestically. However, they do not apply to construction projects involving only physical changes in hazardous chemical production, or exploration and extraction activities for hazardous chemicals, crude oil, and natural gas.

First-time domestically used chemical processes include:

  • Products manufactured domestically for the first time and involving chemical reaction processes;
  • Process technologies intended for use that are domestic first-time pilot-scale amplifications or industrial applications of laboratory technologies;
  • Products manufactured by other domestic chemical enterprises, but where the process route, raw material route, or operational control route is used domestically for the first time;
  • Production process technologies introduced from mature foreign processes and used domestically for the first time;
  • Cases where other domestic chemical enterprises use the same process route to produce the same product, but there are significant changes in production capacity or key production equipment.

Application Materials for Demonstration

If a chemical process proposed for use in a construction project falls under any of the aforementioned circumstances, the project construction unit shall, before applying for safety condition review of the construction project, submit an application for safety and reliability demonstration to the demonstration authority, along with the following materials:

  • Application form and report for the safety and reliability demonstration of the first-time domestically used chemical process;
  • Business license of the construction unit (copy);
  • Approval, verification, or filing documents and relevant planning documents for the construction project proposing to use the first-time domestically used chemical process (copies);
  • Novelty search report issued by a national-level sci-tech novelty search consulting institution, or patents, standards, and other relevant materials related to the process, technology, or product.

Main Content of the Demonstration Report

  • Source of the process technology and comparative analysis with similar domestic and international process technologies;
  • Clarification of the scope to which the chemical process belongs as a first-time domestic use;
  • Relevant results and supporting materials from laboratory, pilot-scale, and industrial-scale tests of the process technology;
  • Production scale, product plan, and quality indicators;
  • Involved main raw/auxiliary materials, intermediate products, final products, and their physicochemical property indicators as hazardous chemicals;
  • Analysis of hazardous and harmful factors in the construction project;
  • Process flow description, process flow diagram, and material balance diagram;
  • Thermodynamic analysis of process scale-up;
  • Process safety and reliability analysis and countermeasures;
  • Selection principles, basis, and selection plan for major equipment;
  • Safety and reliability analysis and countermeasures for major equipment;
  • Safety and reliability analysis and countermeasures for the automatic control interlock scheme;
  • Adopted safety, fire protection, and emergency countermeasures;
  • Conclusion on whether the proposed first-time used chemical process possesses safety and reliability.

Circumstances Leading to Non-Approval

The demonstration authority shall complete the safety and reliability demonstration within 20 working days from accepting the application. The safety and reliability demonstration shall not be approved under any of the following circumstances:

  • The process route does not comply with national industrial policy or employs outdated/obsolete equipment;
  • Required laboratory, pilot-scale, or industrial-scale tests should have been conducted but were not truthfully carried out;
  • The provided materials are insufficient to support the process safety and reliability;
  • The construction unit conceals relevant information or provides false materials;
  • Other circumstances leading to non-approval.

Implementation Date

These Measures shall come into effect on November 25, 2025, and be valid for 3 years.
