Shanghai and Jiangsu Jointly Launch New One-Box System for Water-Water Transshipment of Dangerous Goods

On January 4, 2026, the Shanghai Maritime Safety Administration and the Jiangsu Maritime Safety Administration of China jointly issued Announcement No. 1 of 2026, officially announcing the implementation of the one-box transportation system for the water-water transshipment of packaged dangerous goods by ships. This initiative aims to further reduce costs, improve quality, and enhance efficiency in transportation and logistics within the Yangtze River Delta region, while continuously optimizing the shipping business environment. The announcement takes effect from the date of its release.

Scope of Application

The one-box transportation system for the water-water transshipment of packaged dangerous goods by ships shall comply with the following conditions:

  • Packaged dangerous goods (excluding fireworks and firecrackers) intended for water-water transshipment at the Port of Shanghai;
  • The ship's dangerous goods departure declaration procedures are handled within the jurisdiction of the Jiangsu Maritime Safety Administration;
  • The safety and fitness report for outgoing dangerous goods is submitted to the branch office of the Jiangsu Maritime Safety Administration.

Transshipment Declaration Requirements

  • For shippers: If goods originating from ports under the jurisdiction of the Jiangsu Maritime Safety Administration are exported via water-water transshipment at the Port of Shanghai and the shipper has already submitted the safety and fitness report for outgoing dangerous goods to the branch office of the Jiangsu Maritime Safety Administration, there is no need to submit the safety and fitness report for incoming dangerous goods for the first-leg ship or the safety and fitness report for outgoing dangerous goods for the second-leg ship to the branch office of the Shanghai Maritime Safety Administration.
  • For carriers: If the carrier has already completed the ship's dangerous goods departure declaration procedures for the first-leg ship at the branch office of the Jiangsu Maritime Safety Administration, there is no need to complete the ship's dangerous goods arrival declaration procedures for the first-leg ship at the branch office of the Shanghai Maritime Safety Administration. Only the ship's dangerous goods departure declaration procedures for the second-leg ship need to be completed.

The implementation of the one-box transportation system is an important initiative by the maritime authorities of Shanghai and Jiangsu to deepen regulatory coordination and improve port clearance efficiency. It is expected to effectively reduce procedures, shorten timeframes, and provide greater convenience for relevant shipping and logistics enterprises.
