U.S. OSHA Announces Four-Month Extension for Hazard Communication Standard Compliance Deadline

On January 15, 2026, the U.S. Occupational Safety and Health Administration (OSHA) issued a final rule announcing a four-month extension to the compliance deadlines under its Hazard Communication Standard (HCS; 29 C.F.R. §1910.1200). This adjustment aims to provide OSHA with the necessary time to complete and formally issue supporting guidance documents, while ensuring that regulated entities have sufficient time for policy interpretation, internal assessment, and adaptation of compliance systems.

Background

On May 20, 2024, OSHA issued a significant update to the Hazard Communication Standard (HCS) (Docket No. 89 FR 44144) to align it with the seventh revised edition of the United Nations Globally Harmonized System of Classification and Labelling of Chemicals (GHS). The original standard established a phased compliance schedule, with the first compliance deadline set for January 19, 2026.

New Compliance Schedule

1. Chemical Manufacturers, Importers, and Distributors:

    • Substances: January 19, 2026 → May 19, 2026
    • Mixtures: July 19, 2027 → November 19, 2027

2. Employers (Updating labels, procedures, and training):

    • Substances: July 20, 2026 → November 20, 2026
    • Mixtures: January 19, 2028 → May 19, 2028

This final rule became effective immediately upon its issuance on January 15, 2026. CIRS Group will closely monitor the upcoming supporting guidance documents to provide compliance assistance for enterprises.
