UK REACH Launches First Public Consultation on 15 Substances of Very High Concern

On March 11, 2026, the UK Health and Safety Executive (HSE) announced the launch of its first public consultation for the inclusion of Substances of Very High Concern (SVHC) into the candidate list. The consultation covers 15 chemical substances, and companies may submit comments and supporting documentation regarding substance properties or hazard characteristics to HSE by April 20.

First Batch of 15 Substances

  1. 2,2',6,6'-tetrabromo-4,4'-isopropylidenediphenol [TBBPA]
  2. 2,2-bis(bromomethyl)propane-1,3-diol (BMP); 2,2-dimethylpropan-1-ol, tribromo derivative/3-bromo-2,2-bis(bromomethyl)-1-propanol (TBNPA); 2,3-dibromo-1-propanol (2,3-DBPA)
  3. 2-(4-tert-butylbenzyl)propionaldehyde and its individual stereoisomers [Lysmeral]
  4. 2-(dimethylamino)-2-[(4-methylphenyl)methyl]-1-[4-(morpholin-4-yl)phenyl]butan-1-one  [Omnirad]
  5. 6,6'-di-tert-butyl-2,2'-methylenedi-p-cresol [DMBC]
  6. 6-[(C10-C13)-alkyl-(branched, unsaturated)-2,5-dioxopyrrolidin-1-yl]hexanoic acid [Tetra-PSCA]
  7. Barium diboron tetraoxide
  8. Bis(2-(2-methoxyethoxy)ethyl)ether [tetraglyme]
  9. Bis(α,α-dimethylbenzyl) peroxide
  10. Dioctyltin dilaurate, stannane, dioctyl-, bis(coco acyloxy) derivatives., and any other stannane, dioctyl-, bis(fatty acyloxy) derivatives. wherein C12 is the predominant carbon number of the fatty acyloxy moiety [DOTL]
  11. Diphenyl(2,4,6-trimethylbenzoyl)phosphine oxide
  12. N-(hydroxymethyl)acrylamide
  13. Orthoboric acid, sodium salt
  14. Phased Approach

To effectively manage stakeholder engagement and feedback collection, HSE is adopting a phased approach to SVHC assessments. All 15 substances in the first batch carry mandatory harmonized classifications under the GB Classification, Labelling and Packaging Regulation (GB CLP), covering Carcinogenic, Mutagenic or Reproductive Toxicity (CMR) categories. HSE also disclosed that the second SVHC consultation is expected to launch in June 2026. The substance names have been listed in HSE's "Registry of Intentions" (RoI) on its website, allowing companies to review and prepare in advance.
