On February 2, 2026, the European Chemicals Agency (ECHA) released its 13th recommendation for authorization, proposing the inclusion of four Substances of Very High Concern (SVHC) into the REACH Authorization List. Enterprises must submit usage data and comments by May 2, 2026. If the proposal is approved, companies using these substances will subsequently need to apply for special authorization.
| Substance name | EC number | SVHC-relevant intrinsic property | Volume range in the scope of authorisation | Examples of uses in the scope of authorisation | |
| 1 | Bumetrizole (UV-326) | 223-445-4 | vPvB | 1,000 - <10,000 t/y | Additive in plastics and rubber articles, coatings, adhesives and sealants, cleaning products, inks, fragrances |
| 2 | 2-(2H-benzotriazol-2-yl)-4 (1,1,3,3-tetramethylbutyl) phenol (UV-329) | 221-573-5 | vPvB | 1,000 - <10,000 t/y | Additive in plastics and rubber articles, coatings |
| 3 | Triphenyl phosphate | 204-112-2 | Endocrine disrupting properties | 100 - <1,000 t/y | Additive in plastics, adhesives and sealants, coatings |

According to the procedure, the European Commission will make the final decision on the content of the Authorization List and the conditions of use for each substance. If a substance is included in the list, companies must obtain authorization before the specified deadline to sell or use the relevant substance within the European Economic Area (EEA).
