On March 16, 2026, the China WTO/TBT-SPS National Notification and Enquiry Center published the draft of GB 19458-XXXX, Hazardous Properties Inspection Code of Dangerous Goods-General Specifications. Simultaneously released for comment were multiple drafts from the GB 19521 series, including the Hazardous Properties Inspection Code for Dangerous Goods of Corrosive Substances, as well as drafts for GB 19452 Hazardous Properties Inspection Code for Dangerous Goods of Oxidizing Substances and GB 19456 Hazardous Properties Inspection Code for Dangerous Goods of Nitrates. Feedback on these drafts can be submitted within 60 days of notification. The proposed date of effect for the regulations is 3 months after approval.
GB 19458-XXXX Hazardous Properties Inspection Code of Dangerous Goods-General Specifications will replace GB 19458-2004. Compared to the old regulation, the new regulation makes the following adjustments:

United Nations Recommendations on the Transport of Dangerous Goods - Model Regulations (Twenty-third revised edition)
- Addition of Dangerous Goods Definition, specifying them as substances and articles which possess hazardous properties such as explosion, flammability, oxidizing properties, toxicity, infectivity, corrosivity, radioactivity, or environmental hazard.
The term Explosive Substance has been revised to Explosive, referring to a solid or liquid substance (or mixture of substances) that is in itself capable by chemical reaction of producing gas at such a temperature and pressure and at such a speed as to cause damage to the surroundings. Pyrotechnic substances are included even when they do not evolve gases.
- Revision in Inspection Rules (Part 8): The term National Quality Supervision Authority has been revised to Product Safety and Quality Regulatory Authority.
- Revision of Appendix B (Labels for hazardous properties of dangerous goods) based on the UN Recommendations on the Transport of Dangerous Goods - Model Regulations (Twenty-third revised edition).
