China Updates Diesel Management Measures

On October 13, 2022, the Ministry of Emergency Management of China, in collaboration with other departments, jointly published an announcement intending to make significant adjustments to the Catalog of Hazardous Chemicals (2015 Edition). Specifically, the entry for "1674 Diesel [Closed-cup Flashing Point60℃]" has been revised to "No.1674 Diesel." China's Ministry of Emergency Management also provides the revised "Table for the Classification of Hazardous Chemicals" to further strengthen the safety management of hazardous chemicals.

This Announcement will come into effect on January 1, 2023, which also means that China is making continuous efforts to manage hazardous chemicals.

On November 28, 2022, the Ministry of Emergency Management further adjusted the diesel requirements in the "Guidelines for the Implementation of the Catalog of Hazardous Chemicals (2015 Edition, Trial)".

Main revisions are listed in the following:

  1. Provisions in "Section Four: Companies that manufacturing and operating diesels (except those with a closed-cup flash point greater than 60℃ for each batch) will be managed as companies involving hazardous chemicals” are adjusted to “Section Four: companies manufacturing and operating diesels will be managed as companies involving hazardous chemicals”.
  2. The content in Entry No.1674 of "Table for the Classification of Hazardous Chemicals" is adjusted. Please refer to the following table for details.

This revision will take effect from January 1, 2023. This revision also shows China's determination to improve chemical management standards and safety oversight.
