59 substances were added to the Philippine Inventory of Chemicals and Chemical Substances (PICCS)-Nov 21,2025

The Philippines' Department of Environment and Natural Resources (DENR) has proposed adding 59 chemical substances to the Philippine Inventory of Chemicals and Chemical Substances (PICCS), according to a draft order published on November 13, 2025.

The update includes substances such as flame retardants, polymer monomers, and pharmaceutical intermediates. All listed substances have undergone PMN pre-screening and hazard assessment. The revised PICCS is expected to be finalized around February 2026. Once listed, these substances will be classified as "existing chemicals," exempting them from Pre-Manufacturing and Pre-Importation Notification (PMPIN) permits. However, annual reporting and obligations for Safety Data Sheets (SDS) and labeling will still apply.
