On 30 June 2026, the Indonesian Food and Drug Authority (BPOM) issued the revised regulation on food contact materials and articles, BPOM Regulation No.11/2026. This regulation supersedes Packaging Regulation No.20/2019 and shall take effect on the date of issuance. The new regulation revises the lists of permitted and prohibited food contact substances for food packaging.
All food packaging already circulating in the Indonesian market prior to 30 June 2026 shall fully comply with the substance lists and migration limits specified in the new regulation no later than 30 June 2027.

List of Substances Pemitted for Use as Food Packging in IndonesiaThis list specifies food contact substances approved for food packaging applications, including 117 permitted substances with specified migration limits and 1,308 permitted substances without specific migration limits. It stipulates the applicable usage types, scope of application, specific migration limits and other relevant requirements for these substances.

List of Substances Prohibited from Use as Food Packging in IndonesiaThis list contains a total of 142 food contact substances banned from use in food packaging. It applies to additives forming part of food packaging components, such as colorants, plasticizers, adhesives, modifiers, printing inks, stabilizers, antioxidants, solvents, etc.
