On August 29, 2026, Environment and Climate Change Canada formally issued the 2026 Chemicals Management Plan information-gathering notice under Section 71 of the Canadian Environmental Protection Act, 1999 (CEPA 1999). The notice is implemented in two phases, requiring enterprises to submit information on the manufacture, import, use, and sale of relevant chemicals during the 2025 calendar year within specified timeframes. The total number of substances involved exceeds 180.

1. Timeline for the Two Phases

  • Phase 1: August 29, 2026 – March 3, 2027
  • Phase 2: March 4, 2027 – September 8, 2027
  • Extensions may be requested and must be submitted in writing to substances@ec.gc.ca prior to the applicable deadline.

2. Reporting Scope (2025 Calendar Year)

  • Phase 1: 184 substances
  • Phase 2: 16 substances
  • Substances are divided into four parts based on reporting requirements:
    • Part 1: 100 kg threshold, applicable to manufacture, import, and use
    • Part 2: 1,000 kg threshold, applicable to manufacture, import, and use
    • Part 3: 100 kg threshold, applicable only to import and use for specified applications/uses
    • Part 4: 100 kg threshold, applicable to manufacture, import, and use, with additional reporting required for non-manufacturing uses (e.g., use in isolation)

3. Information to Be Submitted

  • Enterprise basic information (name, address, business number, authorized contact person)
  • Total quantities (kg) of each substance manufactured, imported, used, and exported
  • Function codes for substance uses and end-product application codes
  • Concentration ranges of substances in products
  • Facility information (e.g., if environmental releases exceed 100 kg)
  • Titles of any unpublished relevant studies or data
  • Attestation of accuracy

4. Exemptions

  • Substances in transit through Canada only
  • Substances regulated under the Export and Import of Hazardous Waste and Hazardous Recyclable Material Regulations
  • Registered pesticides, fertilizers, feeds, or seeds
  • Part 3 substances used for non-specified purposes
