Introduction of GCIS
The chemicals listed in the Vietnam List of Chemicals Requiring Accident Prevention and Response Plans are those for which chemical accident prevention and emergency response plans must be developed during production, storage, and use. Enterprises are required to conduct regular drills and assessments in accordance with the safety management regulations stipulated in Decree No. 25/2026/ND-CP. The regulatory basis for this list is the Vietnam Law on Chemicals. The Law on Chemicals was initially enacted by the National Assembly of Vietnam on November 21, 2007, under Law No. 06/2007/QH12, and came into effect on July 1, 2008. The latest amendment, Law No. 69/2025/QH15, was adopted, and the Ministry of Industry and Trade issued the implementing Decree No. 24/2026/ND-CP on January 17, 2026, which includes the detailed guidelines and the four chemical lists.
