Chemical substances in the Inventory of Existing Chemical Substances in China (IECSC) consist of two parts. The first part contains chemical substances that have been produced, sold, processed, used, or imported within the territory of the P.R.C. before October 15, 2003. The second part contains chemical substances that are included in after October 15, 2003. Currently, there are more than 40,000 substances in the IECSC (2013). The Ministry of Ecology and Environment is responsible to update the IECSC.

The Catalog of Hazardous Chemicals(2015) was published in Feb, 2015 by ten departments including the Ministry of Emergency Management in accordance with the Regulations on the Safety Management of Hazardous Chemicals (Order No.591 of the State Council of the P.R.C). It was implemented on May 1, 2015. The Catalog of Hazardous Chemicals(2015) includes 2,828 chemicals. In 2023, these ten departments revised the Catalog of Hazardous Chemicals which includes all diesel fuels regardless of their flash points.

Taiwan Chemical Substance Inventory(TCSI) was released by the Ministry of Labour in 2014 after several additions and submissions for implementing the chemical substance registration system, and was later integrated with the list of chemical substances released by the Environmental Protection Administration of Taiwan. Currently, the TCSI includes over 100,000 chemical substances. New chemical substances that have completed the standard registration in Taiwan will also be added to the TCSI if they meet the requirement.

European Inventory of chemicals consist of EINECS, ELINCS and NLP: EINECS, the European Inventory of Existing Commercial Chemical Substances, is a registry of chemical substances that were commercially available within the European Union between January 1, 1971 and September 18, 1981. Substances in EINECS are phase-in substances in EU. ELINCS, the European List of Notified Chemical Substances, lists those substances which were notified under Directive 67/548/EEC, the Dangerous Substances Directive Notification of New Substances (NONS) that became commercially available after 18 September 1981. NLP (No-Longer Polymers), are substances previously considered to be polymers were no longer excluded from regulation. NLP consists of substances that were commercially available between 18 September 1981 and 31 October 1993.

The Domestic Substances List (DSL) is an inventory of substances manufactured in, or imported into Canada on a commercial scale. DSL, published in the Canada Gazette, Part II, in May 1994,  includes approximately 23,000  substances believed to have been traded in Canada between January 1984 and December 1986. DSL is modified 12 times a year to add, update, or remove substances. Currently, there are more than 28,000 substances on the DSL.

The Korean Existing Chemicals List (KECL) is jointly compiled by the Minister of Environment in consultation with the Minister of Labor. KECL contains the following substances: (1) Chemical substances which were distributed in South Korea for commercial purposes before February 2, 1991; (2) Chemical substances announced by the Minister of Environment because hazard reviews have been conducted pursuant to the former Toxic Chemicals Control Act after February 2, 1991. If a substance is an existing chemical substance, you can usually find its KE number. However, some substances may not have its KE number but are classified as toxic chemicals.

South Korea’s Ministry of Environment (MoE) officially publishes the first priority existing chemicals (PEC) list totaling 510 substances on 1 July 2015. Hydrates existing in the 510 substances shall be classified as PEC substances. For manufacturers/importers of substances in the list, they shall perform the registration obligation within three years if manufacturing/importing amount exceeds 1 tonne/year, otherwise such manufacturing and importing will be deemed as illegal and relevant parties will be punished under the Act on the Registration and Evaluation of Chemicals (K-REACH). Enterprises may still manufacture or import such products within the three-year transitional period. After the transitional period, all substances in PEC list shall make registration before their manufacture/import and use.

On July 9, 2020, Thailand’s Department of Industrial Works (DIW) published the “Notification of the Department of Industrial Works: Existing Chemicals Inventory in Thailand No.1 B.E. 2563 (2020)”. TECI is the first existing chemical inventory compiled based on the B.E.2535(1992). TECI includes a total of 11,474 substances (as of July 2020) from 1995 to 2017.

Under the background of chemical accidents at home and abroad, chemical productions, chemicals under supervision at home and abroad, and the intrinsic properties of chemicals, the State Administration of Work Safety (replaced by the Ministry of Emergency Management) made a selection of over 3,800 chemicals in the Catalog of Hazardous Chemicals (2002) and compiled the First Batch of List of Hazardous Chemicals for Priority Management on June 21, 2011. To further strengthen supervision and highlight the safety management of hazardous chemicals, the State Administration of Work Safety published the Second Batch of List of Hazardous Chemicals for Priority Management on February 5, 2013. It specifies the minimum annual designed usage quantity (tons/year) for 75 hazardous chemicals. For hazardous chemicals requiring a safety usage permit, the usage quantity by the enterprise is determined by taking the larger value between the minimum annual designed usage quantity and the actual usage quantity.

In order to prevent precursor chemicals from flowing into specific countries (regions) for drug manufacturing and regulate the export of precursor chemicals, the Provisional Provisions on the Administration of Export of Precursor Chemicals to Specific Countries (Regions) have been formulated in accordance with the Foreign Trade Law of the People's Republic of China and other relevant laws and administrative regulations. The Ministry of Commerce, together with the Ministry of Public Security, the General Administration of Customs, the State Administration of Work Safety and the State Food and Drug Administration may adjust and publish the Catalogue of Precursor Chemicals Exported by China to Specific Countries (Regions). The State shall exercise licensing control over the export of precursor chemicals listed in the Catalogue to Myanmar, Laos and Afghanistan.

According to the "Export Control Law of the People's Republic of China" and the "Measures for the Administration on Import and Export License for Dual-use Items and Technologies" (Order No. 29, 2005) issued by the Ministry of Commerce and the General Administration of Customs, as well as the "Export Control List of Dual-Use Items and Technologies of the People's Republic of China" and the "Tariff of the People's Republic of China for 2025", the Ministry of Commerce and the General Administration of Customs have adjusted the "Catalogue for the Management of Import and Export Licenses of Dual-Use Items and Technologies". This announcement will officially take effect from January 1, 2025, and is divided into the "Catalogue for the Administration of Import Licenses for Dual-Use Items and Technologies" and the "Catalogue for the Administration of Export Licenses for Dual-Use Items and Technologies".

The items and technologies listed in the catalogues refer to those controlled under the "Export Control Law of the People's Republic of China", the "Cryptography Law of the People's Republic of China", and other relevant laws, administrative regulations, and rules. If the listed items and technologies and their product names and descriptions are inconsistent with the relevant laws, administrative regulations, rules, and the provisions of the Ministry of Commerce, Ministry of Industry and Information Technology, General Administration of Customs, and the National Cryptography Administration as stipulated in Announcement No. 51 of 2024, the provisions of the relevant laws, administrative regulations, and rules shall prevail. The import and export of items and technologies listed in this catalogue, whether or not the customs commodity codes are specified in the catalogue, must be handled in accordance with the law by obtaining the import and export licenses for dual-use items and technologies.

On December 28, 2018, the Ministry of Environment (MOE) of Korea published the list of CMR substances (No.2018-232), the list of exempted substances (No.2018-234) and the list of priority control substance (No.2018-233). In accordance with the K-REACH amendment, manufacturers/importers that manufactured or imported existing substances (non-PEC substances) exceeding 1t/y shall submit application for pre-registration between January 1, 2019 and June 30, 2019. All CMR substances and existing chemical substances are given a grace period to complete the final registration of substances before December, 31, 2021.
