China List of Ozone Depleting Substances Subject to Control
Introduction of GCIS
The China List of Ozone Depleting Substances Subject to Control is a key regulatory document formulated by China to fulfill its obligations under the Vienna Convention for the Protection of the Ozone Layer, the Montreal Protocol on Substances that Deplete the Ozone Layer, and its amendments, in accordance with the provisions of the Regulations on the Management of Ozone-Depleting Substances. Jointly revised and issued by the Ministry of Ecology and Environment, the National Development and Reform Commission, and the Ministry of Industry and Information Technology, the latest 2021 edition of the list adds 18 hydrofluorocarbons (HFCs) as the ninth category of controlled substances, expanding the original eight categories. The list enhances the scope of control for ozone-depleting substances (ODS), including chlorofluorocarbons (CFCs), halons, carbon tetrachloride, methyl chloroform, and other fully halogenated chlorofluorocarbons, providing China's approach to global ozone layer protection and climate change response.
