Introduction of GCIS
Annex I of Vietnam Investment Law (Law No. 143/2025/QH15) explicitly sets forth the list of narcotic drugs prohibited from investment and business operations. This list aims to strictly fulfill obligations under international drug control conventions and prevent narcotic drugs from being invested in, produced, traded, transported, stored, used, imported or exported in Vietnam in any form. The promulgation of this list is an important measure taken by the Vietnamese government to strengthen drug control and maintain social security and public health. According to the provisions of Vietnam Investment Law, no organization or individual may invest or do business in the narcotic drugs listed in this list in any form. Violators shall bear corresponding administrative, civil or even criminal liabilities according to law. The introduction of this list further improves Vietnam drug control legal system and provides a clear legal basis for law enforcement agencies.
