Vietnam List of Prohibited Chemicals (Law No. 143/2025/QH15 Annex 2)

Annex II of Vietnam Investment Law (Law No. 143/2025/QH15) sets forth the list of chemicals prohibited from investment and business operations, which covers chemicals with high hazards to human health and environment, including but not limited to persistent organic pollutants (POPs), certain highly toxic pesticides, industrial chemicals, etc. The formulation of this list aims to fulfill relevant international environmental conventions acceded to by Vietnam and strengthen control over high-risk chemicals to prevent them from entering the environment and society through investment and business activities. According to the provisions of Vietnam Investment Law, no organization or individual may invest or do business in the chemicals listed in this list in any form. Violators shall bear corresponding administrative, civil and criminal liabilities according to law. The implementation of this list helps promote green and sustainable development in Vietnam and reduce threats of harmful chemicals to public health and ecosystems.
